The short answer
Japanese companies operating in the United States need employees who can do the work in English and communicate in Japanese with the parent company. The difficulty is not finding people who speak both languages — it is finding candidates who combine the technical or commercial capability the role requires with experience working inside a Japanese organization or with a Japanese head office. Specialized recruiters maintain networks of these professionals across the country.
Why it works this wayその背景
Japanese-affiliated companies reported staffing difficulty in the United States (JETRO, 2024). The challenge is structural: the roles require both local-market capability and the ability to work with a Japanese parent company.
Conventional recruiting channels surface candidates with one or the other, not both. Japanese foreign direct investment supported employment across multiple states (SelectUSA / Bureau of Economic Analysis, 2024).
That geographic distribution means a recruiting strategy built around a single metro area leaves roles unfilled. The candidates an employer needs may be working in a different state.
The pool of qualified candidates includes Japanese-English bilingual professionals already working in the United States, Japanese-speaking professionals whose first language is not Japanese, people who studied or worked in Japan, and people with experience inside Japanese companies in Japan or the United States.
It also includes people who have worked with a Japanese head office from a US subsidiary, and people with Japanese market experience or Japanese business experience. What these candidates have in common is not nationality — it is an understanding of both business environments and the ability to operate in both languages.

What it means for hiring
Write the job description in both languages. The English version describes the US-side responsibilities; the Japanese version makes clear what parent-company interaction the role involves. A candidate who can read both learns what the job actually is. A description in one language only will be read by half the pool.
Screen for experience, not test scores. In our experience, a candidate who has worked inside a Japanese organization or with a Japanese head office understands what the role requires in a way that a language certificate does not measure.
Ask about reporting structures they have navigated, projects that involved both the US operation and the parent company, and how they have handled communication across the two environments.

A recruiter who specializes in this market can tell you whether what you have defined describes a role that can be filled, or whether the specification needs adjustment before candidates are approached. That calibration happens before the search begins, not after you have interviewed people who do not fit what you actually need.

Common mistakes
Writing a job description that lists “Japanese language ability” as a bullet point, with no detail about what the language is used for or how much of the role is conducted in Japanese. A candidate reading that description cannot tell whether the job requires daily parent-company communication or occasional translation of a document.
The result is a shortlist that includes people who can do one but not the other.
Restricting the search to one metro area when the role can be done remotely or when relocation is an option. In our experience, the strongest candidate for a role may be working in a different state, and a geographic restriction eliminates them from consideration before you see their profile.
Asking a candidate to interpret between English and Japanese during the interview as a test of language ability. Interpretation is a separate skill. What you learn is whether the candidate can interpret under pressure, not whether they can do the job you are hiring for. Ask about the work instead.
Waiting until a position is vacant and urgent before engaging a recruiter. In our experience, employers who start the conversation before the role is urgent have more options when the position opens.
